Mission:

It is the mission of CCDP to provide high-quality, culturally appropriate childcare to support Cowlitz and American Indian/Alaska Native (AI/AN) tribally enrolled members in a safe learning environment. 

Vision:

CCDP strives to be a leader for Cowlitz and AI/AN children and families by providing support and resources in Southwestern Washington and Northern Oregon service areas.

CCDP Program Overview

The Child Care & Development Program (CCDP) is a federally funded program that provides childcare assistance to enrolled Native American and Alaska Indian families. CCDP values family, culture, quality resources, and ethics. We take pride in the services offered and the work we do. 

The commitment of the CCDP is to provide childcare resources that allow access to high-quality services, and school readiness and provides financial support for Native American and Alaska Indian families. Providers are held to the highest standards in health and safety requirements and are provided access to educational resources and opportunities to best meet the needs of our children.

CCDP Service Eligibility

CCDP Smiles

Child, parent, guardian, or grandparent’s membership in a federally recognized tribe.

Parent/guardian who is engaged in employment, job-training, or school.

Child is between the ages of 4 weeks and 12 years at time of enrollment or requalification.

Family assets do not exceed $1,000,000.

Family is not currently receiving ANY state subsidy for child care.

CCDP Services Provided

Child Care Certification Program

Funds are used to contract with child care providers to care for enrolled children. Income based co-pay.

Child Care Center Health and Safety Inspection

Certified Centers bill monthly for the remaining balance as well as for any other Child Care related costs such as fees for camps.

Early Learning Education

Early learning education and trainings are provided to parents, providers, centers and professionals focusing on social emotional learning, cultural awareness and child development. 

Parent Education and Support

One on one parent education, family support, resource referral, and connection to wrap around services.

Who can be a provider?

  • Licensed Child Care Center – Must follow Washington State standards
  • Relative Provider – Sibling 18+ (cannot live in the home), Grandparent, Aunt, or Uncle
  • Non-Relative Provider – Care must be provided in the child’s home (this includes extended family)

Relative/Non-Relative Provider Required to have or completed

  • Approved background checks with FBI fingerprints
  • Current Infant and Child CPR and First Aid/IED Certificate (CCDP can help provide this)
  • In-home visits & home safety checks
  • Mandatory trainings are required before approval

  1. One of these people must be enrolled in a Federally Recognized Tribe or have a Certificate Degree of Indian Blood (CDIB);
    • Child
    • Parent
    • Grandparent
    • Guardian (court-ordered or temporary)
  2. Children ages; 4 weeks up to 13 years
  3. Living in one of the following counties; Clark, Columbia, Cowlitz, Lewis, or Skamania
  4. Income requirements for CCDP have been waived. Copays will be based on the family’s NET income (take-home pay after taxes.)

About

The legacy of an ancient people in southwest Washington is rich with descendants who manage a growing portfolio of health, education, scientific research, housing, transportation, development, elder care, conservation and legal issues. The Cowlitz Tribe is a growing force in community building in what are now Clark, Cowlitz, Lewis and parts of Pierce, Skamania and Wahkiakum Counties, a vast territory occupied by numerous Cowlitz villages prior to non-Cowlitz exploration and seizure. Today, an elected Tribal Council is composed of professionals adept at managing multiple programs and projects.
